HH clutch does not work

I just received my kit but the high hat clutch does not grab the rod when I tighten all the way. Am I missing a part? Inside the clutch is a threaded, six sided piece of metal with a hole through it. Then there is a wing nut to tighten, but as I said, I tighten all the way, but it does not grab the rod.
