Is there a way (or a program) to edit an already existing dsnd? I've downloaded DSoundTool, but as far as I can see it's more of an inspection program with very limited editing capabilities.

I'd like to remove some layers from a dsnd which are causing the crash sounds when playing my ride, and if possible create an edge layer and relocate them there.

It's not possible directly but with DSoundTool you can use File > Split to get the wav files, then make changes and rebuild to dsnd with Dsnd > Generate.

Lustar describes it correctly. It's not a problem

You can open, listen and edit  dsnds with audacity.
http://web.audacityteam.org/
Its a free wave editor. It can not save in dsnds format, but you can save in wave Format.

Best wishes
